Calvert County Commissioners: Open Meetings Compliance Board Opinion

PRINCE FREDERICK, Md. – Aug. 12, 2026 – The Calvert County Board of County Commissioners is aware of the Maryland Open Meetings Compliance Board’s Aug.10, 2026, opinion regarding its closed-session practices. 

The Compliance Board found that certain closing statements and closed-session summaries did not provide sufficient detail about the topics discussed or the reasons for discussing those matters in closed session. Specifically, the opinion found that some descriptions were too general or closely mirrored the statutory language authorizing a closed session and did not sufficiently explain the reasons for excluding the public. The Compliance Board also found that, under the county’s previous practice, some required details were provided after, rather than before, a closed session. The opinion acknowledges that the county has since changed its protocol to provide required information before convening in closed session. 

The Board will publicly acknowledge the Compliance Board’s opinion during its Aug.18, 2026, meeting, consistent with the requirements of Maryland’s Open Meetings Act. No additional statements or responses to inquiries regarding the Compliance Board’s opinion will be made prior to the Aug.18 meeting. 

The Board takes its responsibilities under the Maryland Open Meetings Act seriously and has already implemented changes to its closed-session practices.  The Board will continue refining those procedures to strengthen transparency and public access and ensure compliance with Maryland law.
