PRINCE FREDERICK, Md. – ?Aug. 12, 2026? – The Calvert County Department of Technology Services was recognized nationally for excellence and achievement for accomplishments reached in 2025.
The Department of Technology Services earned three awards from the National Association of Counties (NACo): AI Change Champion Network, Digital Readiness and Technology Proficiency Program and Utility Billing Self-Service Modernization.
For the AI Change Champion Network award, Calvert County Government developed an internal model that helped the county move from unmanaged interest in AI to governed, measurable department-level adoption. The county embraced early AI adoption with the understanding that its role was to proactively manage the technology, rather than allow its use to develop without oversight. Calvert County adopted one of its first AI policies to establish a governance foundation for responsible use. That policy later served as a starting point for multiple other counties.
Calvert County Government was also recognized for its Digital Readiness and Technology Proficiency Program. The county established annual digital literacy training for all employees to reinforce basic technical proficiency. The program
includes annual baseline training for all employees, standardized onboarding for new hires, assessments of employees’ technology skills against practical expectations and assigned remediation when needed.
Calvert County Government also earned an award for its Utility Billing Self-Service Modernization project. The more user-friendly system added features, and during the first three months after implementation, online payments significantly increased, improving convenience for residents while reducing administrative burden on county staff.
Since 1970, the NACo Achievement Awards have recognized outstanding county government programs and services. Through a noncompetitive application process, noteworthy programs receive awards in 18 categories spanning a broad range of county responsibilities. Eighty- five percent of America’s 3,069 counties, boroughs and parishes are NACo members.
