David Spade has offered a bounty to anyone who sees people setting fires in LA and is able to get the cops to lock them up. During the fires that continue to ravage the city, one suspect was detained after citizens spotted him with a blowtorch and trying to set a fire. But the LAPD didn’t charge him with arson as they said there was not probable cause.
